American Way, your link above appears only to go to a Google Book Search page for a volume called:
Proceedings of the … Annual Congress of Correction of the American Correctional Association
To get at what I suspect you intend, which I think is to be found here it is necessary to take further action and insert a term in the search box. Many of us here are either elderly or incorrigibly lazy, in my case both, and we don’t like having to take further action. I trust you’ll remember this for the future when posting links!
Do you know of any way to see the full four pages concerned, extracts from only three of which seem to appear in the link I’ve provided above?
Very brief details of the device from an article in The New York Times of 14 February 1898 may also be found here. This is a PDF file, and sadly part of the article is said to be missing.
Do you have information to support your claim that the report is false. Your nation was very into the new fangled electricity in those days, witness the enthusiastic adoption of the electric chair. One would very much like to think that the spanking chair was a reality!

A “friend” of mine trashed the book that he “borrowed” from me. As I have stated in a previous post treasures abound in the Spanking Reaserach rorum amidst the trash and I was delighted that I unearthed this link. I assume it to be a media hoax as does the poster from its introduction on page 73 onward. The criticism has been duly noted. Benjamin Franklin would have been pleased by this invention.

Hi American Way. I was of course only joking about your links. This was an interesting one. I agree that it was probably a hoax, though the New York Times article is a little difficult to explain.
However, C P Hoyt, who is credited with the invention of one of the chairs (I think there are actually two involved here, fictitious or otherwise) was actually Warden of the Colorado State Prison at the time, not of a reformatory for girls. I don’t suppose his duties there left him much time or inclination to design spanking exotica for use on young women. Also it’s difficult to see how there’d be room for the four paddles specified. All of which points to a hoax.
I did find an article which referred in passing to ‘some’ of the Industrial Schools for Girls being equipped with these machines. However it later mentioned the New York Times article, so it may have simply taken the information from there.
If the reference in your post indicates that at one stage you had a copy of the book concerned, I feel it imperative to give you advice I regularly dispense:
By all means lend your car, your money, even your wife or husband, but never ever lend books!

Spanking by electricity New York Times 1898: Spanking by electricity 2010:
A soft porn purveyor Michael Masterson who plays the school dean of Real Spanking Institute claims he has grown exhausted after years of spanking 18 and over school girl models. He has a solution. The Robospanker (previously mentioned). The idea is to cuff a girl to the bench on a timer and set the electric spanking machine on a setting. Someone once mentioned robotic matrix inflexibility on one of my threads. Theoretically you could set three setting and duration with time released cuffs. You can precisely match offense with sanction without favoritism. Below are shown three different size bottoms. Dont get me wrong Im not advocating it. Not a telling denial. No spanko will gain undue delight by administering or witnessing the paddling. You can go over to another room and have a cup of coffee or tea or something stronger and change settings with your remote control. You can allay fears of abuse and lawsuits by showing the video to parents and authorities. With the newer machines you have less bulk and they even accommodate canes. Here is a sample of victims of the new technology. Usual caveats are in order. Girls are shown in jeans acceptable attire except in Oxford AL. Please avoid linking if you find offensive. Video follow up of April 9th post from the 1897 flogging apparatus. What is appropriate for 19th century prison girls is not appropriate for 21st school girls. How many would be equivalent of six of the best or 5 swats with the paddle? This video recommendation came from an adult site chross blog so take note. I’m neither flogging (no pun intended) the product or the site. It would be no misbehavior in that school with the exception of the stray masochists. It would bring precision to the matrix barring a power failure.

Hi Prof.n. I’ve just joined up several times using randomly generated data. Each time I got taken through a different series of adverts trying to get me to sign up for something – anything – please! On declining, each time I was told eventually that my membership application was successful and that I was member xyzwhatever. However on trying to get to anything I was taken to a page demanding my credit card details.
Despite the assurance at the top of this page that
there seemed absolutely no way out without giving said credit card details.
I’d say they either have a temporary system malfunction or they are the sort of organisation you definitely do not want to give your credit card details to under any circumstances. I shan’t bother going back to find out which!

The New York Times archive is free from 1851 to 1922. The “Winnipeg spanking machine” item is just a year too late (1923) to be free on line. (However, Time Magazine has a free snippet about it at

To save money, join a library that subscribes. I can access the whole of NYT from 1851 to 2006 for free by going to a library across town. Admittedly they charge 40p for every photocopy.

Manually self-operated butt-kicking machine patent description
Abstract: The Manually Self-Operated Butt-Kicking Machine is in the form of a chair with a hole in the bench. The user sits on the bench with his posterior centered over the hole. A seatbelt holds the user in place. There is a kicking mechanism located below the hole, which has a boot attached to it. When the user or operator pulls the hand-operated lever, the boot kicks the users’ posterior through the hole in the bench. The Butt kicker is very user friendly with the number of kicking repetitions, type of repetitions, speed of operation, amplitude or height of the kicking cycle, magnitude of the kicking force, and impact and energy of the kick all controlled by the user or operator. This invention is a new, novel, and unique machine with multiple uses, which range from amusement to fundraising and from motivation to discipline. The objectives of this invention are also many, including, but not limited to, teambuilding, self-therapy, to inspire creativity, and to be used as a model for future devices and works of art. THE SPANKING MACHINE
Red Wing, Minn., is spread to the gale of fame. The telegraph, that cannot lie, has told the world of Red Wing. At the State Training School in Red Wing a spanking machine is in successful operation. The teacher takes a refractory pupil and turns him into the patent spanker, which handles him with neatness and spanks him with despatch. Spanking done while you wait; this is of the essence of modernity.
But wait a minute. Is not this Red Wing machine the same that was at Jamaica, L. L, last summer, the famous “electric spanker” ? Alas! convenient as such a spanker would be, if children had not grown too good, it must be a myth.
And yet there may be work for steam and electric spankers still. Remember the system of discipline used by Amos Bronson Alcott, that “muddy Plato” of Emerson’s Concord. When Mr. Alcott was teaching school, if a pupil “behaved bad,” Mr. Alcott got a feruling therefor. Here is a great idea, worth reviving. Corporal punishment for children is gone, but how about corporal punishment for their elders?
Bring on your electric spanker for the correction, not the use, of parents, guardians, schoolmasters, and schoolmarms!

Noble obsession of a resilient myth. Anna Goodyear, the granddaughter of the legend, had something in mind in 1907 from one to fifty blows. I wonder if this hearkens back to Puritan days given its geographic location. It’s more often applied judicially than as school corporal punishment. A public spanking would draw a crowd but for not always for a noble motive (Folsom Fair). I’m searching for the oldest mention outside of medieval torture that the nuns were good at.

Prior to the Urban Chastiser (well known Governor of Wisconsin George W Peck) there was a machine that pre dates it by 40 years from England. I’m not sure if the British machine is written of in Corpun.
From Milwaukie, indeed, in the State of Wisconsin, comes to me an engraving of a new machine called “Peck’s Automatic TJrchinChastiser,” by means of which a gigantic mechanical hand, worked by the teacher’s foot, acting on a snatch-brake, can be made to ,! spank ” naughty children, who are hoisted by
April. means of a crane or derrick in front of the machine, within convenient distance of the mechanical hand. “Children cry for it! ” says the letterpress accompanying the diagram. The whole affair seems to be intended as an advertisement of a comic paper published in Milwaukie. I note it here, because the idea of an Automatic Urchin-Chastiser, although droll enough, is not by any means new. Such a machine is described in a facetious periodical called ” The Man in the Moon,” edited by Albert Smith and Angus B. Reach, which was published so long ago as 1846-7. The Smith-Reach machine was ” smarter” than the Milwaukie one, being ” fitted with birch, cane, and strap barrels.” We used to be, and are still, to some extent, ferocious in our treatment of children. The ultima ratio of the milder-minded American ” school marms *’ does not go beyond an occasional spanking. Shirley Brooks used to say that the Americans rarely beat their children ; but, when they did, they gave them chloroform prior to the operation.
Shirley, as well as Albert and Angus, wrote extensively in the ” Man in the Moon.” So did Charles Kenney Among the artists who illustrated the work were the famous French caricaturist “Cham” (Vicomte deNoe), G. E. Hine, subsequently renowned as an English water-colour painter, Robert Brough, Archibald Henning, and myself; and it is for that reason that I have a distinct remembrance of the original ” Automatic Urchin-Chastiser ” idea.

The fast-improving spirit of the age has occasioned an active revival of the wholesome punishment of Flogging in the Army. At Coldbath Fields, and probably at other prisons, there is proceeding a restoration of the same good old discipline. Much mawkish sentiment has been excited by the circumstance, that at Woolwich, the other day, the diseased back of a soldier was lashed with a degree of violence a little too sanguinary. Therefore, lest the Cat should afford a handle to hollow philanthropists, by which they may succeed in wresting it from the control of colonels, and the grasp of drummers and executioners, it is expedient that some means should be provided for regulating the force with which the stripes are applied to the human skin, and the extent to which they lacerate it. For this purpose, an ingenious invention has been submitted to the Horse Guards, in the shape of a Flogging Machine. This clever contrivance is worked by steam, by the power of which the momentum of the lash can be precisely adjusted. At high-pressure, it exerts a quantity of Jack-Ketch power sufficient to lay bare the ribs and dorsal vertebrae of a muscular grenadier at one stroke; but perhaps it will seldom he required to perform this amount of action, at least in the present stage of our civilisation. When less steam is put on, it will, according to the reduction, tear and scratch the back to a depth varying from half an inch to less than a line, will produce mere wheals, or only a slight redness: and may, indeed, be made to “do its spiriting” so “gently,” as simply to cause a pleasing titillation, and to ply the cat with such leniency that its stripes would be just sufficient to whip the dust off an officer’s boots. This machine will render the military and civil authorities independent of a soft-hearted executioner, and will save them from the excessive zeal of one whose heart is too much in his work. To the civil prescribers of flagellation this instrument of torture will prove an especial boon, as it will enable them to inflict the exact amount of torment they please on the criminals in their power, instead of the uncertain agony of a whipping obscurely signified by the loose and indefinite terms, ” good,” sound,” and severe.” One further advantage presented by this interesting application of machinery must not be omitted: it is so constructed that, whilst at work, it may be made to utter a scream like that of the railway-whistle, in which the shrieks of the sufferer under its operation may be drowned if required. This engine of correction has received the warmest approval in a distinguished quarter, in which it has been pronounced a pretty piece of mechanism. Its introduction will mark, if not a new era, at least a return to an old one; and the rack, improved by modern science, will no doubt be re-established soon after the establishment of the Flogging Machine.

An Electrical Cat O’-nine-tails.A savant named Henri Roget, hailing from Lyons, has, it is stated, a new use for electricity. He has a patent to apply it as a substitute for the cat o’-nine tails in corporal punishment. The culprit, having been undressed, is securely strapped to a steel triangle, which is connected with one pole of a powerful battery. The other pole is connected with the whip, which consists of a number of steel wires covered with sponge. This whip is dipped in water before the stroke is administered, and wherever the wet wires touch an electric discharge takes place.
The inventor claims that the chastisement can be made so mild as not to injure a school girl, while, on the other hand, by increasing the power of the battery, a punishment can be administered beside which the knout would be mere child’s play, and at the same time no injury is inflicted, the disgusting spectacle-of a lacerated back is avoided, and the culprit, instead of having to be sent to the hospital to have his wounds healed, can be put to work in five minutes after the flogging is over. M. Roget intends petitioning General Boulanger, the French minister of war, to allow his patent to be used experimentally on the next soldier sentenced to the cat. Flogging is not in existence in the French army, nor is it likely to be introduced to test the machine. The Electrical World.

Spanking machines reminds us historically how electricity had its uses with imagination freshly fertile. From keeping marriages intact and children from misbehaving electricity was once considered a panacea. It has become lethal injection and not the electric chair when it comes to capital punishment. Our country is abuzz with an acquittal of a woman that millions wanted to see executed but I digress.

Jesse H. Hamilton was born in Orange Township, Hancock County, on the 25th of January, 1878, and he acquired his early education in the district schools of Hancock County until he was nineteen years of age. That he made good use of his advantages is evidenced by the fact that he then proved his eligibility for pedagogic honors and became a successful teacher in the district schools. In 1905 he received from this institution the degree of Bachelor of Laws, and he was forthwith admitted to the bar of his native state. American Way drew attention to the following newspaper article. It is one of many that appeared towards the end of the 19th century at about the time there was also concern about the spanking of girls. Neither wives or girls should be spanked, it seems. Doubtless, Jenny will have a view on this. Brockway was the warden at the notorious Elmira Reformatory were extremely harsh “spankings” were the norm. The torture was administered using a stout leather paddle with wooden handle at the discretion of the warden.
http://chroniclingamerica.loc.gov/lccn/ … d-1/seq-4/
The World [New York] 10 January 1895, page 4, col. 2.
THIS IS THE JOB FOR BROCKWAY There is talk of paddling wife-beaters a la Brockway. The public health section of the Academy of Medicine discussed the subject last night, Commodore Gerry leading off with the suggestion that the woman-thumper be treated to a dose of his own fistic pharmacopoeia, and all the physicians present agreeing that whipping, spanking, paddling or any other form of castigation that would knock decency into brutal husbands would be a good thing.
One gentleman thought the spanking should be done by machinery. Whether his idea was to save respectable floggers from contact with the wretched creatures who beat their wives or to insert a man in the slot of an active machine wound up for twenty-five, fifty or one hundred spanks, and let him take his punishment unheard and unseen is not known. He may have thought, too, that there would be so many men to spank that manual effort couldn’t keep up with the demand for spankings; and perhaps, too, he was thinking of the women who slug their husbands, and who would, of course, come under the spanking law.
Paddling a la Brockway, though, is the thing if reformers in this line want to cure – or kill – the wife-beaters. The position of paddler should, of course, go to Brockway. Any wife-beater who passed through Brockway’s paddleorium alive would be such a wreck thereafter that a woman could knock him out with a feather duster.

There was much written since the publication in 1898 of the prison spanking chair. I know it is hard for some to access this link but Peter Moskos Defense of Flogging 2011 speaks of the girls lifting their butts to avoid the spanking from the machine. It is clear that both the spanking horse and spanking chair were on display but as of June 1899 it was not patented and may well have indeed been a hoax. Warden Hoyt seemed only too willing to try it out on girls.

According to Wikipedia:
The Bleak Old Shop of Stuff is a four-part BBC comedy series, which premiered on BBC Two on 19 December 2011. It is a parody of the works of Charles Dickens, drawing its title from “Bleak House” and “The Old Curiosity Shop”. It is a television successor to “Bleak Expectations”, a radio parody of Dickens which ran from 2007 to 2011 and with which it shares the writer Mark Evans, producer Gareth Edwards and actor Richard Johnson, and while not a direct adaptation it shares the same style, atmosphere and sense of humour. It is directed by Ben Gosling Fuller, who also directed the successful show “That Mitchell and Webb Look”.

The amount of inches in the newspapers devoted to spanking machines in history attests IMHO to the imagination of both writers and readers. Minnesota is a relatively small state and seems to have a disproportionate amount of stories about these machines. The correctional facility in Red Wing, MN may have had something to do without.
There is nothing more delightful to see the world through the eyes of children. A girl looks to the future of spanking machines and the boy to picnics on the moons in 1904. Remarkably prescient if I must say so.

American Way noted the following item, transcibed here for convenience.
The newspaper requested children to write a story about “Tragon” who could, apparently, be almost anything or anyone. Doubtless, Hattie had seen mention or heard mention of such machines which seem to have been popular at that time.
http://chroniclingamerica.loc.gov/lccn/ … -1/seq-32/
The Minneapolis Journal. December 03, 1904, The Journal Junior, Page 6.
HE SPANKER’LL GET YOU [= His spanker will get you ?]
(Honorable Mention.)
The citizens of Minneapolis were wondering how they could train their sons and daughters to be noble and good. But before long this question was solved. A citizen of Minneapolis, and a thoughtful one, invented a spanking machine which the people will rejoice over before long. Tragon is the man who invented the spanking machine. It is a great saving of time and labor. The girls and boys who were always getting themselves into trouble are now more careful, because there is one in our school today. People in time to come will wonder how we got along without a spanking machine. I hope all the boys who are in the habit of getting spanked will be grown up by the time the spanking machines are in use, for if not they will get double the number of spankings. Luckily for us girls, we are not always looking for trouble. Next century perhaps we will be collecting money for a spanking machine fund instead of piano and picture fund.

The gruesome practice of execution was an inheritance from the other side of the pond. It certainly did not mirror the noble traditions of our Native Americans or let us say the American Way.
I have posted about capital punishment for the very first time. I did not anticipate the response. With due deference to two fellow Forumites that I hold dear as well as in high esteem I will refrain from doing so.
I often think an eye for an eye heritage but I found absolutely fascinating that the first person executed after a long hiatus was a citizen of Utah entitled to be shot for it is blood for blood in the Mormon law of blood atonement. That form of execution was recently carried out. I won’t share my fascinations anymore.

History of the school. Excerpt.
It apparently didn’t take Panzram long to run afoul of the authorities at Red Wing, and to the end of his life he retained and regularly recounted graphic details of the punishment he received in the school’s paint shop, which was where the harshest discipline was supposedly administered. “They used to have a large wooden block which we were bent over and tied face downward after first being stripped naked,” Panzram recounted.
“Then a large towel was soaked in salt water and spread on our backs from the shoulders to the knees. Then the man who was to do the whipping took a large strap about a quarter of an inch thick by four inches and about two feet long. The strap had a lot of little round holes punched through it. Every time that whip came down on our body the skin would come up through these little holes in the strap and after 25 or 30 times of this, little blisters would form and then would burst, and right there and then hell began….I used to get this racket regularly, and when I was too ill to be given this sort of medicine, they used to take a smaller strap and beat me on the palms of my hands.”

Hi American Way ,
Red wing was certainly one of the most controversial institutions in penal history. The authorities have continued to provide a sanitized version of the regime there, but those with a knowledge of criminology will be aware of the numerous and conflicting ex inmate accounts.
The Dylan song was written in 1963, and I copy perhaps the earliest recording of a performance below. . Despite the continued protestations of the authorities, Dylan never suggested he had been incarcerated there, but he wrote it on the back of accounts from three ex inmates whom he met apparently at a prison reform meeting. The tune is of course ‘the road and miles to Dundee’ and he picked this up apparently from Martyn Carthy.
Today the prison has a different purpose, has been largely rebuilt and has a progressive regime , under a female governor. the details are at

<div style=”width:100%;background-image:url(/realm/A_L_123/A_L_trg.gif);”>Hi American Way,
If you EVER complain about a a degree of déshabillé in anyone else’s images or links again the Network54 servers will be swamped with traffic reminding you of your above contribution!
But as you are my very greatly esteemed fellow contributor I will attempt to answer your query.
You say:
If that was the lady’s objective in taking exercise, then yes. The Rubbididub Patent Reducer is what might be termed a Motivational Exercise Machine. The motivation is that if the user stops exercising though disinclination, exhaustion or whatever the result is quite unpleasant!
It is essentially an exercise bicycle linked to a whipping machine. The exerciser is secured on the machine to exercise under supervision, but if they need to be left unattended the whipping machine is switched on. It does not come into operation unless the work rate on the exercise bicycle falls below a pre-set level measured by a governor. The governor controls a relay switch in the electrical supply circuit to the whipping machine.
Provided the required work rate is maintained the relay is held open, but if the work rate on the cycle device falls below the required level the relay closes and the whipping machine starts up. A rotary device spins whips (or in one version thin canes) set at various angles so that they strike the exerciser’s buttocks and thighs. If exercise at the required level is resumed the governor opens the relay, cutting off the electrical supply to the whipping machine and the chastisement ceases.
I really can’t understand why some enterprising company hasn’t built a version of this, I’m sure it would be a big seller!
The above account of the mechanism has been culled from various blogs which have snippets of information. Frustratingly there is an image on the web here which is completely legible when magnified. Sadly though, half of it is missing. </div>

In light of this being a family forum maybe it should be forbidden? I was squeamish about showing the iconic slide rule National Lampoon cover.
I have the image reposted here in a larger size. I also posted it already in motion. Not a bad idea to incorporate with the nuns in a milestone posting A_L. You did ask me for suggestions. And I am long overdue in answering it. Thanks for all you do for me and everyone.

One of the earliest mentions of a spanking machine (pre-invented) for schools is found in this news story. I haven’t found any earlier but I’m sure there must be. It comes from a very unlikely source. It is a funny one so maybe someone would like to print it out for our estimable Forum.

I may well be a lone voice on this issue but nonetheless I have to say that I don’t think items on the death penalty are appropriate in this Forum. Though it would be with great sadness, if you’re going to post on that topic then I shall have to stop reading your contributions.
The death penalty is, and always has been, an abomination in any society claiming to be civilised.</div>
Huntington West Virginia is a rather insular community where generation from generation share memories. For a person born in 1900 sharing their personal encounter with this spanking with their children would not be beyond the realm of possibility. It would be nice to have a confirmed use to dispel the notion that it is just a resilient myth.
I know this machine is nothing new to the estimable Forum but the part about the Lady Engineer is news to me.
Also, it should be noted that reporters from various parts of the country took a keen interests by jokes. Embellishments were not out of the question. The earlier the date and the closer proximity are more likely to be true for they can be easily verified or proven to be false

Cole’s Funny Picture Book No. 1
Written And Compiled By E.W. Cole (1832-1918)
First Published 1879 By Cole Publications, Melbourne, Australia
Page 34-Naughty Boys
Mr. Brown, the grocer, having nearly emptied a cask of sugar in front of his shop, a number of naughty boys, seeing his back turned, commenced to steal some. Mr. Brown, spying them through the window, came out, and the reader can see what happened – A bystander informs us that muttered howls of agony arose from the cask, and all the boys’ interest in sugar was at an end.
This story may well be based on a real event.
Before modern supermarkets and packaged foods many foods were received in bulk and dispensed by grocers to individual customer requirements. There were few ready-made sweets and treats for children in those days.
Note the glee of the bystanders.

Coles Electro-micro Scolding Machine For Scolding Naughty Girls
Cole’s Electro-micro Scolding Machine is a combination of three instruments, the Phonograph, the Microphone, and the Wonderphone.
The Phonograph is an instrument that will preserve words for any length of time. Any person can speak, sing, whistle, or scold into a Phonograph, and months or years afterwards by simply turning a handle the same sounds can be reproduced a dozen, a hundred, or a thousand times in the exact voice of the person who spoke them in; so that if a man or a woman, who is a great scold, speak some good, loud, severe scolding into a Phonograph, the mildest teacher can then scold her pupils, or the kindest mother her children, just by turning the handle.
The Microphone is an instrument that magnifies sound in the same way as a microscope magnifies objects; a very powerful microphone magnifies the sound of a fly walking into a loud tramping footstep, the tick of a watch into a deafening clatter, and a whisper into a loud shout. Take a Microphone, then properly affix it to the Phonograph described above, and you have a good Scolding Machine; turn the handle, and as the Phonograph gives out the scoldings, the microphone part magnifies them so loudly that they are heard for a considerable distance.
The Wonderphone (Cole’s own secret) is another remarkable instrument; it will cause sound to travel very distinctly, but frightfully and equally loud, for forty miles in all directions; by attaching this powerful instrument to the combination of the other two, Cole’s Electro-micro Scolding Machine is formedand which is the first Scolding Machine ever invented. If the machine is already charged by having had some scolding spoken, or even whispered into it, give the handle a turn, and forty miles to the east, forty miles to the west, forty to the north, forty to the south, forty up in the sky, and down in the mines forty miles deep, in fact forty miles in every direction, everybody can clearly hear every word being said to the girl being scolded.
Suppose for instance, Hannah Maria Smith had done something wrong in school, the schoolmistress could give the handle of the machine a turn, and it would scold her so loudly that her mother, and father, and brothers, and sisters, and uncles, and aunts, and friends, and those she didn’t like would all hear her scolded. The machine can be charged on the instant by anyone scolding into it. In fact the whole value of Cole’s Scolding Machine lies in its power to repeat out exceedingly loud whatever is spoken into it.
If the schoolmistress chooses she can put the scolding into verse, so that all who hear it in the forty miles around, can more easily remember it. The machine that I have before me now, was charged this morning for an aristocratic school and speaks as follows:Silence!! Attention!!!
Ada Alice Arabella Angelina Andal,
Why do you talk for ever, such a tittle-tattling scandal?
Betsy Bertha Bridget Belinda Bowing,
Will you be quiet and go on with your sewing?
Cora Caroline Christina Clarinda Clare,
Now do look in the glass at your untidy hair.
Dorah Dinah Dorothy Dorinda Dresson,
You really must get on with your short drawing lesson.

You said above with regard to recent postings by yourself and KK taken from the works of E W Cole, a bookshop owner in Melbourne, Australia some 100 or so years ago:
Indeed so, by Doctor Dominum, and perhaps two other posts by Doctor Dominum should have been linked in your above contribution:

August 15 2010 at 2:54 AM
The three posts by Doctor Dominum back in 2010 seem to encompass everything from Mr Cole’s works recently reposted in this thread. However, unlike some of us, I never recall Doctor Dominum indulging in complaint or criticism of a petty nature about those with whom he shared the Forum, and I shall proceed to presume on his good nature by reposting yet more of his 2010 posts in my response to KK below.</div>

<div style=”width:100%;background-image:url(/realm/A_L_123/A_L_trg.gif);”>Hello KK,
You said above:
Indeed he has, if I calculate correctly a total of 103 crimes for boys and 25 crimes for girls, as quoted above by yourself and American Way respectively.
Some of the crimes in the two lists overlap, as one might expect, and within the individual lists some crimes are so similar as to not be distinguishable one from another. Nonetheless I think there are probably over 100 crimes which could be identified for the purpose of the matrix.
Mr Cole has also provided a list of punishments. It was originally quoted by Doctor Dominum here and I trust that he will not object to my reposting it:
<div style=”padding-left:40px;padding-right:40px;font-style:italic;color:#0000ff;”>I then wrote to twenty-seven of the principal headmasters in the world, and the following are the replies:

From the Muslim School of Cairo wrote the Mufti, Pasha Saido:
“Upon the bare soles of their feet give them the bastinado.”
From the Common School of Berlin wrote Professor Von de Rind:
“There’s nothing like the old, old way that ever could I find;
Just lay them right across your knee and cane them well behind.
I’ve only just been speaking mit mine goot frien’, Doctor Whistim,
And he says that it does no harm, but is felt throughout the system.”</div>
Now clearly Mr Cole intended that the above punishments would only be applicable to boys, and believed that girls could be corrected by merely being addressed by his ‘scolding machine’. Further, he seems to have believed that the crimes committed by girls were generally of a different nature, and rather less violent than those committed by boys. In this enlightened age we know better of course, and if we don’t we may be in trouble with one of my most esteemed fellow contributors!
Thus in the matrix I believe that we should not distinguish between the sexes as regards crimes, other than to adjust where necessary. So for instance the crime committed by young Maud Mary Martha Matilda Moyes, sending letters to, and flirting with, naughty boys, would become sending letters to, and flirting with, naughty children of the opposite sex, and similarly for
the sins of young Jonah Earls.
Further, we should not distinguish the sexes as regards punishments. One crime, one punishment. Equality and democracy all rolled into one! I have examined the list of punishments carefully, and I believe that they, or something very similar, are all used currently, or have been in very recent use, in school regimes which have been discussed here, with the exception of:
From the Bible School of Cambridge wrote Professor William Brying:
“Well whip them with a birchen rod, and never mind their crying.”
While the birch undoubtedly had its merits in the scholastic environment, the requirement that the pupil be at least partially disrobed seems to have ended it everywhere, and I do not recall any recent usage being mentioned. I am happy to be corrected though!
</li>
From the Normal School of Moscow wrote Professor Ivan Troute:
“To make your boys the best of boys, why, just use the knout.”
No record of recent knout usage either that I can recall, and just as well too!
</li>
From the Mormon School of Utah wrote Professor Orson Pratt:
“First strip and make them fast, and then just use the little cat.”
Interesting customs, those Mormons, but today, probably not I think!
</li>
From the Model School of Pekin wrote Professor Cha Han Coo:
“Just put their hands into the stocks and beat with a bamboo.”
Beating with a bamboo, well it happens, but a rattan would be better, see below. But those stocks? No, far too traumatic for today’s children I think!
</li>
From the Common School of Berlin wrote Professor Von de Rind:
“There’s nothing like the old, old way that ever could I find;
Just lay them right across your knee and cane them well behind.
I’ve only just been speaking mit mine goot frien’, Doctor Whistim,
And he says that it does no harm, but is felt throughout the system.”
The cane yes, but across the knee? Very inefficient, and anyway such intimate contact between punisher and punished would not be appropriate today except perhaps with very young children dealt with by maternally minded lady teachers!</li>
That brings us down to 22 punishments. I suggest that we add conventional caning, on the clothed bottom naturally, on the hands is far too dangerous! We could also add the paddle and the slipper, target location likewise. That gives us a selection of 25 punishments to chose from.
All that remains is to resolve your query as to whether anyone would be willing to undertake the task of grading the crimes and awarding punishments (ideally from the list, though this was not of course part of your original specification). Sadly I suspect not, but I might get as far as trying to find examples of the 25 punishments in recent or current use. We’ll see! </div>

Hi Another_Lurker
I’m afraid I’ve been too busy with work recently to contribute to this estimable Forum.
I wonder who that might be.
It’s amusing to look back at the naivety of those such as Cole. It was one of the many disadvantages (or advantages depending on one’s aims) of any form of apartheid, be it racial sexual or otherwise. It helped keep the masses in a state of ignorance.
So would it be OK to send letters to and flirt with members of the same sex? It’s interesting how schools attempted to prevent normal heterosexual relationships but apparently did nothing to discourage homosexual ones. Perhaps they were more liberal and forward looking than we give them credit for.
That, as you know, is something with which I completely concur. The idea of punishing a child according to his or her sex, rather than the nature of the offence committed is and always was ridiculous. It was not only completely unfair, it made the child’s sex a more relevant factor than the offence committed.

You said above:
A great benefit to your business, but this estimable Forum’s considerable loss!
With regard to my initial proposed modification for the ‘crimes’ of Maud Mary Martha Matilda Moyes and Jonah Earls you commented:
You have of course unerringly zeroed in on the subject of my ‘Apology’ post above. Both ‘crimes’ would best be re-categorised as inappropriate behaviour with another pupil while in school. That should cover both heterosexual and homosexual behaviour outwith the curriculum! Indeed, I seem to recollect that round about 1971 someone here got six of the best for just such an offence under the first of those categories. Extra painful too, if I remember rightly, due to the fact that on that particular day they’d also stretched the school uniform regulations rather beyond the equivalent capabilities of the garment concerned. Can’t for the life of me think who it was though!
In response to my saying:

Allegedly? I think the widespread use of this instrument in correctional institutions outside of Beloit KS for girls is largely apocryphal. Whether Warden C P Hoyt was able to sell his machine for personal use is another matter. Who these three habitual disorganizers and what were their pranks are left to the imagination: Irene Gross, Cora Johnson and Theresa Sauers? It is comforting to know that it had a five minute shut down feature for an absent minded guard.

<div style=”width:100%;background-image:url(“/realm/A_L_123/A_L_trg.gif”);”>I have been determined to get to the bottom of this electric spanking chair thing, if only for the pleasure of proving that the Beloit, Kansas model oft instanced by my very greatly esteemed fellow contributor American Way never actually existed!
I have used every trick I know in searching the web, and a few tricks I made up on the spot. Alas, it was one of the latter which proved my undoing, and now my long held ambition to debunk the story will never be realised.
And here’s why!
<table style=”width:799px;height:901px;border-style:double;border-color:#ff0000;border-width:9px;” cellpadding=”0″ cellspacing=”0″><tr><td width=”402″ height=”432″></td><td width=”236″ height=”432″></td><td width=”161″ height=”432″></td></tr><tr><td width=”402″ height=”471″></td><td width=”397″ height=”471″ colspan=”2″></td></tr></table>
Clearly this is a very old picture, but sadly the hand-written endorsement does not include a date. There is a great deal of distortion and noise in the picture, and I would guess that it has been copied by both analogue and digital methods many times and possibly retouched.
The inmate’s face has been rather crudely obscured, but we can see that she is strapped into what appears to be a substantial and solidly built chair. The mechanism is invisible, but we can see the cables running into the underside of the chair. It is easy to visualise how such a spanking mechanism could be implemented. A support chair frame lacking a seat to restrain the inmate in the required posture, such as we see here. Paddles beneath the chair pivoted on a a horizontal shaft, the ‘business ends’ forced down against the pressure of a spring by a rotating cams on another shaft and then suddenly released by an abrupt change of cam profile. Ouch!
Due to the poor quality of the picture we cannot tell if what we see is the inmate’s actual dress, or if she is partly or wholly undressed for punishment and concealed by some sort of modesty covering which is perhaps an integral part of the chair’s fittings. It would be fascinating to know.
One would have thought that besides the picture there would be some sort of written account on the web from past publications or personal sources, either a personal recollection of being punished in the chair, or of witnessing or administering the punishment. If there is American Way has failed to find it, and so regrettably have I!</div>

Hi AL and AW,
I read this with great interest. Although, I must admit I have no evidence of my own to either prove or refute the spanking chair’s existence. It does, however; raise an important observation of a human tendency … that is to continually attempt to over-complicate what is truly a time-tested simple procedure … “if it ain’t broke, don’t fix it!”
What about the electricity costs? One of the advantages of CP is that it is a relatively cost-free method, after accounting for the price of the implement that is…
What about efficiency? One of the advantages of CP is that it is quickly executed and over with. Surely 10 could have been spanked in the time it takes to affix only one person into this chair, operate the mechanism, and then untie them again, taking great care not to entangle them (or electrocute them???) with all the electrical wiring

<div style=”width:100%;background-image:url(“/realm/A_L_123/A_L_trg.gif”);”>Hello HH,
Very valid points! However I think you are looking at the issue from a late 20th/early 21st century viewpoint. Reading between the lines of the many old US newspapers that American Way has linked here I think there was something of a dichotomy in thinking on the CP of females, especially in penal institutions, in the turn of the 19th century US.
CP seems to have been largely regarded as a good thing for both sexes in a penal context. However when it came to female offenders there seems to have been considerable disquiet about how it should be applied and who, if anyone should apply it!
The public was quite happy to hear in 1899 that the Reverend Dr G. B. F. Howard, holder of a Doctorate of Divinity from Auburn University, Alabama and former Professor of Oratory at the South-western Baptist University, had been bent over a barrel and soundly paddled on his doubtless bared bottom in Ohio State Penitentiary at the then quite advanced age of 46 for a prison escape. However, if the matron of a reformatory for girls put one of her young charges over her knee and spanked her there was a major uproar.
The cause of said uproar was not the CP per se. As noted that appears to have been generally approved of. Rather it was the feeling that in some way proper standards of decorum had been, or might have been, breached. And if the punishment was administered by a male there was no doubt whatsoever in the public mind, a breach there most definitely must have been!
Somehow the use, or prospect of the use, of a mechanical device where no human hand, or implement held by a human hand, made contact with the female bottom seems to have assuaged such concerns. Strange but true. But then I suppose chairs, especially electrically driven ones, cannot be conceived to have naughty thoughts or intentions!
These sentiments seem to have been limited to a particular era. By the 1920s on Southern US prison farms female convicts offending against the rules were apparently sometimes being taken over to the male units to be whipped, paddled or whatever along with male prisoners and by male overseers to save doubling up on punishment sessions. Though not in a penal context, to this day male staff in some US schools enthusiastically paddle girls in their final year at school.</div>

On an earlier mention of corporal punishment we have an often mentioned magazine, English Woman’s Domestic Magazine. Those naughty 19th century girls needed some moral correction a century and a half ago.
However, for most women, such naughtiness could be more safely enjoyed within the pages of the leading domestic magazines. For, if anyone entered the room while they were reading of servants ordered to pull down a daughter’s underclothes, they could quickly flip the page to an article on fashion, the economy, politics, or the latest developments in the suffrage movement.

American Way’s last link contained an interesting line:
In the absence of a trunk strap, a hickory sprout three feet long and about the thickness of the little finger of an adult has a wonderful effect in making a studious and docile pupil.
We often speak about rattan canes and sometimes bamboo, but the hickory stick was a traditional form of the cane in the USA. Do we know anything about its properties and how commonly it was used?

Hickory is a deciduous tree belonging to the genus Carya. The genus includes 17–19 species with 11 or 12 from the United States.
Heart timber, from some hickory species at least, is known for its strength and durability. It has been used for ice axe and other tool handles.
Little seems to have been reported on the properties of slender hickory shoots, stems or twigs but I would guess they are strong, dense and flexible when freshly cut, depending on the time of season. A green hickory stick is likely to be heavier and considerably fiercer than a rattan cane of similar diameter and length. Experiments are required to test this conjecture.

Huntington West Virginia is a rather insular community where generation from generation share memories. For a person born in 1900 sharing their personal encounter with this spanking with their children would not be beyond the realm of possibility. It would be nice to have a confirmed use to dispel the notion that it is just a resilient myth.

There is an amazing amount attention placed on spanking machines. Is it a fascination? When you consider how rare the machine was actually applied to the human flesh it is totally out of proportion than these stories merit. Did they think it was going to catch on like wildfire?
This is one of the better written articles. It does say boys and girls but as the story continues so does the mention of girls.
It would be interesting if there were a credible personal witness carried down generationally through an oral tradition. I doubt if at this point in historical distance that is within the realm of the plausible.

A_L, I think you are quite correct in your description of the Airdrie machine.
There is a good article on the Canadian Prison Strap on Corpun, that also describes a restraint table or apparatus as a “machine”. The close links between Scotland and Canada may be the reason why both have chosen to use the term.

1898/1899 was the time of the Warden Hoyt spanking machine. It received international attention as well as prospective buyer if some published letters were to be believed .
When I first brought the Warden’s machine to the attention of the estimable Forum it was dismissed by many readers (now egg-faced) as a hoax.
Airdrie is a horse (hoax) of a different color. Why Airdrie didn’t receive notice in the British media lends that hoax theory some legitimacy.

I happen to have never believed that electric spankings occurred in Kansas upon girls. Why? I believe in going as close as I can to the source. Topeka is their state’s capitol. There is no egg on my face unless in fact girls were paddle in said fashion. It was a combination of novelty and male fascination. Men were the one who wrote the stories in those days.

A_L I really don’t have much interests on whether it was used on males nor desire to debate the point. In any case, it would appear it never caught on. That neither proves nor disprove that even one suffered an electric spanking in Colorado. I always try to get as close to the source as possible and look for names (George W Kephart) in the story that can be verified.

Another_Lurker’s link to the Warden Hoyt picture shows a paddle that appears to have a curved profile, rather than being flat. At first I thought it might be a thick strap, but the description does say it is a Texas pine paddle.
I do not recall seeing an American paddle of that shape. Is it unusual or have I just not noticed previous similar examples?

The word machine seems to be applied organizational protocols as well as to mechanical devices with moving parts. At least one such a machine has already been described in this forum where a judge and the sheriff, or some such officials, had an established protocol for informally dealing with youthful offenders with parental consent, if I recall correctly.

I note on examining the associated PDF that in the second link of your above October 16 2017, 4:54 AM contribution, the one to the newspaper article about the elaborate financial arrangement between Warden Hoyt and Colorado State Treasurer George W Kephart to form the ‘Hoyt Consolidated Spanking Machine and Juvenile Correction Company Inc., there is an error in the masthead of ‘The Chaffee County Republican’. In setting the type for the April 1898 date the typesetter has inadvertently selected a ‘7’ rather than a ‘1’. An understandable error in view of the physical similarity between the two characters but the typesetter was clearly having a bad day as on that edition the terminal ‘AN’ of the paper’s name has also got lost and been replaced by a full stop. </div>

Through my sporting and other activities I have become used to and comfortable with appropriate nudity in appropriate places. (I still chuckle when I recall a young woman wandering, head down, absently mindedly into the men’s changing room at a Rec Centre during a busy time. She was VERY surprised and fled, pursued by laughter when she discovered her error.)
Lamentable, so called Brian ONC warned us in uppercase bold red of nudity in a his reckless hyperlink but gave no inkling of just how challenging the content would be. PLEASE! we need more warning than this! Some of us are not long for this world but are hoping for a few decade more.

Fear not Alan Turing.
Newton’s laws have been withdrawn by Presidential executive order. The legal basis of the order is uncertain but this does not matter given the record number of votes he received.

having recently review several education films using a very similar apparatus used by a strikingly similar individual, i can assure the readers that the machine while on wheels moves very little when in operation. i believe it is massive enough that the force of the blow has very limited recoil effect. its motion is circular and it essentially swipes past the victim on each revolution only occasionally requiring repositioning. to be honest in the two videos i reviewed the device was equipped with a cane, but the design is the same aside from minor modifications to the arm so i assume the effect would be very similar.

<div style=”width:100%;background-image:url(“/realm/A_L_123/A_L_trg.gif”);”>Hello Dane,
If only I had solved a long-standing problem whereby immediately previous posts are invisible until after posting despite refreshing threads a lot of space in this thread could have been saved. Your above October 18 2017, 4:39 AM response covers just about every essential point I was making, and very elegantly too! Alas I haven’t yet solved the problem, so I must console myself with the hope that juggling HTML/CSS to meet the peculiarities of Network54’s somewhat unusual restrictions is good for the brain. Unfortunately all the indicators are that, like programming in BASIC, it probably isn’t!
The various spanking machines used by the video producers concerned clearly have a developmental relationship but have gradually lost that ‘bodged up from a box of bits’ appearance. To me they are fairly unique in that insofar as I can judge from material accessible on the web without parting with cash they actually work. They appear, as I said in an earlier post, much nastier and more effective than generally available commercial alternatives. I wonder though if due to the rather violent operation the rate of mechanical attrition is high. In particular spare springs appear to be in evidence. Or are they possibly different strength springs?
At one stage I did encounter an offer of one for sale, together with rights to some videos, on a ‘make us an offer’ basis. Alas I was in a hurry at the time, failed to bookmark it, and have never found it again.</div>

I have not been able to track down the Peoria Star. Whether it was a myth, a silent mentor or a well oiled machine?
The Evening Star, Franklin, Johnson County, January 12, 1906
Spanking by Machinery Introduced Into Schools. One of the modern innovations in education has been introduced in the schools of East Peoria and from all accounts its adoption in the Greenfield schools would prove beneficial were it not for the fact our children are angels. It is an electric spanking- machine. The recalcitrant pupil is laid over a chair near the paddling machine, a button is pressed and the resultant action is reported to be highly satisfactory.
The Peoria Star says: “Thus far there has been no occasion to employ the machine as the pupils fear the disgrace of being spanked mechanically, and would prefer their punishment in the old way. It thus operates as a moral check, cold, passionless, unsentimental, but businesslike, and its very presence is sufficient to maintain the best of order. In this capacity it is a silent mentor, and has been productive of too much good.”

The Evening Star, Franklin, Johnson County, March 9, 1906
England had an interest in spanking machines. There is nothing like American ingenuity mixed with the British vice.
“I read an account of the new electric spanking machine for school children. Have you heard of it? It is an American invention. We are eight miles from the town of Warwick, where there is one of the fines old castles in England.”

It would appear that a spanking machine was stationed in a suburb of Peoria near the beginning of the 1905 school year. As priorly posted, it sent shivers down some people’s spine. This may be meant to be a tongue in cheek response from a very liberal high school.

February 2, 1901. This Afro-American newspaper had something in to say of Mrs Sarah Keeley’s lashing machine in the first link. Let me be the devil’s advocate and enter into my reasonable surmises. Illinois had a known machine and Indiana had a machine. What if I contended the Hoyt machine used in both institutions were one and the same?
In Indiana punishment was given by lashes to wayward girls. A bare bottom would never be mention but a bare back would be. Keeley was a speaker and as was often the case ways of controlling these girls would be a subject. Flogging was considered the lesser of cruel evils. She may have among those who defended corporal punishment. Starvation (bread and water) and dungeons (solitary confinement)? Think detention and suspensions and the “humane” paddle.

Hello American Way,
As regards your above comments on birching in the schools of Rome, New York in times past and early corporal punishments in US schools in general, I have to admit that wearing my earnest seeker after the truth hat I was much taken with an account you posted here back in April 2017 concerning SCP in the schools of Philadelphia in the second decade of the 19th century.
It quoted a student at that time as saying that:
When boys and girls were schooled together it was common practice to make the boys strip off their jackets, and loose the trousers’ band, preparatory to hoisting them upon a boy’s back, so as to get his whipping, with only the linen between the flesh and the strap. The girls too, —- we pity them! were obliged to take off their stays to receive their floggings with equal sensibility. ……………… All the teachers then were from England or Ireland, and brought with them the rigorous principles, which had been whipped into themselves at home.
As noted, pretty tough on the girls, but doubtless they were delighted to be granted equality with the boys long before this was generally sought or acceded!

The end of the 19th century didn’t lack for stories about electric spankings. Are they stories or are they real. Unless someone attests to being so chastised we will never know whether electricity was being used profitably for the inventor or the recipient.
It Became a butt of many jokes in the news. Here is a satirical article from Chicago News. Fifth column and four stories from bottom.

Avid readers here are aware of this priorly posted story.
A French Electrical Flogging Machine.
A savant named Henri Roget, hailing from Lyons, has, it is stated, a new use for electricity. He has a patent to apply it as a substitute for the cat-o’-nine tails in corporeal punishment. The culprit, having been undressed, is securely strapped to a steel triangle, which is connected with one pole of a powerful battery. The other pole is connected with the whip, which consists of a number of steel wires covered with a sponge. This whip is dipped in water before the stroke is administered, and whenever the wet wires touch, an electrical discharge takes place.
The inventor claims that the chastisement can be made so mild as not to injure a school girl, while on the other hand, by increasing the power of the battery, a punishment can be administered beside which the knout would be mere child’s play and at the same time no injury is inflicted; the disgusting spectacle of a lacerated back is avoided, and the culprit, instead of having to be sent to the hospital to have his wounds healed, can be put to work in five minutes after the flogging is over. M. Roget intends petitioning Gen. Boulanger, the French minister of war, to allow his patent to be used experimentally on the next soldier sentenced to the cat. Flogging is not in existence in the French army, nor is it likely to be introduced to test the machine. Electrical World. U

Delaware Prisoners in the stocks waiting to be whipped
[from the Los Angeles Herald, 1896] ‘ In the Jail yard near the wide entrance stands the pillory, with Its whipping post. Under the laws of the state a judge may, at his discretion, sentence an offender to the pillory, to the whipping post or to both forms of punishment. The sentence always specifies the time in which the victim shall stand in the pillory, and If he is to be whipped, the number of lashes which he shall receive. It frequently happens that a person convicted of a felony and sentenced to a long term of imprisonment is treated to a dose of pillory and whip before beginning to serve his time.”
Public flogging at a Delaware prison as photographed by J C Hemment and published in Everybody’s Magazine, 1899.

Which of the following penalties on their own or in combination might deter you from committing a felony assuming you were able to think beyond your immediate impulses and needs?
Whipping (39 lashes)
Pillory (6 hours on five consecutive days)
Imprisonment with hard labor (6 years)
My understanding is that it was claimed at the time that the criminally inclined tended to migrate to other states.

Hello JamieMurphy,
You have contributed a few times recently and may I say a personal thank you to you for your efforts to keep this estimable Forum afloat when longer standing contributors like myself are falling by the wayside.
As I have often posted here, only half in jest ???? I had been expecting the return of public flogging and the equivalent of exposure in the pillory to return in the UK as our political system collapsed, closely followed by society in general, thus leading to right wing extremist elements seizing control of government.
Strapped for cash due to the inevitable decline in national economic activity commensurate with social collapse, and anyway inclined towards hang ’em and flog ’em as a solution to crime, what easier way could there be for such a regime to supplement income than by introducing an automatic sentence of corporal punishment for just about every minor (and thus frequently committed) crime in the book.
If convicted there might possibly be an option to pay through the nose to avoid the JCP, but if you couldn’t or wouldn’t pay the resulting punishment will be in public in front of a paying audience, so cash will be generated one way or another. Maybe those whacked will have to pay a small (at least relative to the avoidance fee) amount to cover the cost of their punishment as well.
I confidently predict though that the regular ‘Watch ’em Whacked’ pay-TV programs and public access punishment events will be hugely popular and massive income generators. Schadenfreude seems an almost universal sentiment where at worst there is only minor physical distress but inevitable major embarrassment is the fate of those providing the entertainment. Just look at some of the public displays of humiliation that have attracted huge TV audiences in recent years. Big Brother or whatever it was called and that sort of rubbish, eating grubs in the jungle etc., even cookery events where the attraction seems to be seeing some poor so and so in tears as their cake slowly and painfully disintegrates into its component constituents.
Happily that nice Mr Johnson and his amazing electoral triumph has probably freed us of the risk of an extremist JCP favouring regime for a year or two at least. And anyway personally it has to be said that I’d almost certainly be exempt from JCP by virtue of age.
However presented with the opportunity I shall eagerly indulge in a little idle whimsy in the great tradition of the ‘Caned or fined, you decide’ threads which for a year or two at the height of the popularity of the Forum, prior to the Sundering of the Happy Circle, The Great Schism, and the subsequent slow decline, were a regular feature of the Forum’s Christmas Silly Season. Just in case anybody should think I’m not being serious I can only say that just because I’m paranoid it doesn’t mean they might not be out to get me! ????
If apprehended for my habit of occasionally driving somewhat above the limit (only when it is completely safe to do so of course, but a 70 mph limit on an empty 4 lane motorway is just silliness with modern cars) or if successfully fitted up by the Capita thugs employed by the BBC to try to make me buy a TV licence to watch or record live TV when I don’t do either, then in my envisaged imaginary dystopic regime I might just find myself faced with a vast avoidance payment or having to undergo public corporal punishment without an age exemption. My envisaged imaginary dystopic regime really is that dystopic!
Unless you are really naughty speeding usually only results in a fine and points, whereas TV licence evasion can end in imprisonment. So my fate if opting not to pay the almost certainly extortionate ‘Waive the Whacks’ fee may be the cane for speeding, say 8 to 12 strokes depending on the amount over the limit, whereas the TV licence evasion may be the birch, say a standard 12 strokes for a first offence, 18 strokes for subsequent infractions.
Nothing Singaporean in either case. No lacerated flesh and marking for life, the dystopia stops short of that, well for the time being anyway. Basically a severe but school type caning or the sort of birching at one time dispensed by the judicial system to teenagers and young adults in most of the UK (except the Isle of Man, which at times utilised a rather more robust version). Now it will doubtless be one of those rattan birch thingies, collection and preparation of natural indigenous tree material being somewhat time consuming and inconvenient with a large prisoner throughput to be whacked
It will have to be carefully packaged for spectacle, sensation and public appeal of course. Offenders of both sexes paraded in chains, manacled and shackled, that sort of thing, to pull in the crowds. Exiguous clothing to whatever minimal level current morality standards will tolerate for the prisoners, who’ll be made to stand cruelly exposed to the public gaze to await their turn for punishment.
Male prisoners might well only get the sort of nether garment sometimes sported by over-muscled young men with six packs and so well described by Rudyard Kipling in his poem ‘Gunga Din’ as “nothin’ much before, An’ rather less than ’arf o’ that be’ind”. But then again we might not even get that. Does anyone remember ‘The Naked Jungle’? Participants rushing about with very visible full frontal nudity much in evidence and they got away with that in June 2000 on UK terrestrial TV! Who can predict what indignities my imaginary extremist regime will impose on its prisoners to attract the paying public into punishment sessions, and what that paying public will tolerate, even demand. All I can say is if Keith Chegwin had to shed everything but his hat back in 2000, and he wasn’t even being subjected to JCP as a prisoner under punishment, I don’t expect to retain even the hat! ????????
And then on to the actual punishment, for which we offenders will of course be securely restrained on some sort of apparatus in a posture definitely designed to both facilitate and provide a good view of the punishment. Despite extensive research here and elsewhere I have come to no firm conclusion as whether recipient face to the audience/cameras or the opposite will be favoured by viewers. Nor am I sure what I might favour as a recipient either, but then I don’t expect to have a choice. ???? Perhaps they’ll have a slowly rotating turntable or all-round cameras with giant screens omitting no aspect or angle of the process. Who knows?
But in the ‘Caned or fined, you decide’ threads to which I’m supposed to be paying tribute the interesting issue was what individual contributors claimed they would do faced with JCP or the expensive avoidance thereof. And I make no secret of what I’m going to do!
I’m certainly not paying any large avoidance fee. The state gets far too much out of me in taxes already and as it isn’t based on my current economic activity that’s unlikely to change under the envisaged extreme regime. I can’t claim to be out of work, I retired years ago.
I’ll take my chance with the Gunga Din nether garment (or more likely the lack of any garments at all), and with the handcuffs and shackles. After all everyone knows that the latter are only imposed for prisoner safety, to stop us accidentally wandering off and getting lost in an unfamiliar environment. And even if the audience doesn’t flee the arena at the probable sight of me in the nude I really should be able to hack the embarrassment.
I was a systems programmer for goodness sake. Being chained up stark naked in public really can’t be any worse than the entire computer centre staff from the manager down clustered round your desk demanding to know how long it will take to fix the current system glitch now can it? Not to mention every phone in the building ringing as hundreds of employees round the area try to find out when their computers will work again.
A bit late now, but thinking about it I could have possibly got rid of at least the local queries and got a bit of time to work out and do whatever needed doing by taking my clothes off in those halcyon days of wrestling with the worst ICL or IBM could do! Would certainly have cleared my desk area I think! Alas the idea never occurred to me and I usually just resorted to the probably less successful tactic of pointing out that there was only one of me and I could spout verbal guesswork or get on with the job, find the problem and fix it. But not both at once.
As a prisoner sentenced to JCP the real difficulty for me is undoubtedly going to be the actual ‘corporal’ bit of the punishment. Try as I might I really can’t convince myself that a smacked leg in primary school is going to be adequate preparation for being strapped down and caned or birched, almost certainly on the bare, even at an otherwise fairly mild level. But hey, they say try anything once except incest and country dancing!
I’ve certainly avoided incest, and steadfastly refused to participate in country dancing (or any other type of dancing for that matter) since I was a little lad. But despite attending a secondary school where, almost inconceivably now, pupils caned other pupils, I’ve also dodged the cane with deliberate avoiding action and malice aforethought. So in a way when my turn comes to get publicly whacked in aid of the public purse it will only be fair dos. My many admirers here who in the past have gently tried to persuade me that I really ought to get myself caned before writing quite so much about SCP will also have achieved their objective, albeit a little late. I trust they’ll be equally satisfied should it be the birch instead!
Then there’s the little outstanding matter of what Andy Warhol promised everybody back in 1968. “In the future, everyone will be world-famous for 15 minutes” was what he wrote, and other than in very restricted and specialist circles I’ve never had my 15 minutes of fame. ???? I don’t expect international acclaim for being whacked on the bare on live TV. However I should be a darn sight more famous then and for at least some time afterwards than I was before the clothes came off, the chains went on and I was led out into the floodlights shuffling in my shackles to meet my fate!
There is one financial factor I’ve hitherto omitted. Whatever it costs, provided that if added to the cost of punishment fee (if any) the total is still less than the ‘Waive the Whacks’ fee (and I’m sure it will b)e, I shall happily pay the fee to select the gender of the caner or bircher who deals with me. Female of course! Now in the past that sentiment has incited ladies to write in claiming that I’m wrong in thinking women can’t whack as hard as men.
Far be it from me to discourage further interesting discussion on that topic so if anyone is thinking of writing in to complain along those lines, please do. But I’m not actually saying that at all. I just have a total aversion to the idea of being whacked by another male. Silly I know but there it is. With another male I’ll have to resist with whatever violence I can muster and deploy, however small, and I’ll inevitably be overcome and add considerably to my embarrassment, if not my actual punishment, to boot. But I could never attempt violence against a woman even in circumstances where she was most certainly going to do the same to me. Result, at least in the special circumstances under discussion here, probably less overall pain and probably some face saved. It’s a no-brainer!
Back in the 2010 iteration of the ‘Caned or fined, you decide’ thread another contributor said that he thought the then Home Secretary (and later Prime Minister) Theresa May would be a splendid choice as a celebratory caner for male prisoners. I was happy to concur, whereupon a lady contributor with a rather acerbic turn of phrase wrote that:
Six of the best from THERESA MAY (Home Secretary) with no blind fold might sort both Steve and A_L out
Our critic was partly motivated by the fact that both Steve and I had carelessly contrived to accidentally omit the ‘h’ from ‘Theresa’ and at the time one Teresa May happened to be a well-known dominatrix. However I thought the ‘no blind fold’ bit was distinctly unfair to the right Mrs May She was then, and indeed still is, a fine figure of a woman, equally at home in pencil skirt and high heels or a split skirt and rather lower heels.
The latter outfit would be excellent for a celebratory caner, both as regards audience appeal and freedom of movement. If restraints and imposed punitive posture permits (although they probably won’t as I understand efforts are usually made to restrict the prisoner’s ability to anticipate forthcoming strokes) looking round to glimpse Mrs May approaching with cane or birch in hand ….. Well there could be worse outcomes. Some of those rather large lady bodyguards colleagues of Mr Corbyn for instance! ????
Sad, but it probably would be best to avoid the high heels. At least one, and I think two, of our past fake female whackers have advocated removing heels to whack because of balance problems. That notwithstanding, if my dystopian disciplinary difficulties lead to my being publicly whacked then just as back in 2010 Mrs May can certainly wield the punitive implement if she’s up for the job, outfit immaterial.
I doubt though that she would be up for it after that mauling as PM. And while she may look somewhat like the archetypical hang ’em and ‘flog em right wing Tory lady who would thoroughly approve of public JCP and the chance to make sure one of the malefactors got their just desserts I don’t think she is. While she was Shadow Education Secretary she firmly suppressed a movement in the party to agitate for the return of SCP and made it absolutely clear that there would be no further efforts in that direction.
But anyway, if I’m publicly whacked, whether it’s a politician, a police officer, a court functionary, someone from the audience who picked a winning number in one of the associated ‘Whack a Wrongdoer’ raffles or anyone else who does the whacking, they have to be female. If there’s gender division, with males whacking males and females whacking females then I’m going in with the female felons!
If my whacking is for the purported TV licence evasion that might be just fine. There are so many cases there might well have to be events solely dedicated to dealing with the unfortunates coped for that. Such a high proportion of them are female that it wouldn’t be worth bringing in a male whacker anyway. He’d be conspicuously under-employed. The Capita thugs find it much easier to force entry and extract confessions from young women. Men can get just a teeny bit aggressive about it as without a genuine court order, which they seldom have, there’s no right of entry anyway, and like most bullies the Capita thugs don’t like a taste of their own medicine.
But if I can’t be whacked by a woman it’s game over! With or without the chains, handcuffs, shackles and exiguous attire (or absence of it) I’m giving up, spoiling the party and going home! In short I’m not going to play such silly games any more! So there! ????????????
Did anybody read a fraction of this? Did anybody make any sense of it? Is there any appetite for another ‘Caned or fined, you decide’ thread, given that we’re unlikely to have a Christmas Competition? Shall I ever know?
And will KK’s gallant attempt above to get something along similar lines started be successful. Time will tell!

A_L, I hate to quibble about your somewhat epic post, but surely you, like me are currently exempt, by reason of your age, from paying for a TV licence? Of course this situation may not continue for long. The Chancellor of the Exchequer will soon realise that neither he, nor the BBC, has the money to continue the subsidy, given the list of promises made by his leader. Unfortunately, with a strong majority, the Prime Minister no longer needs to offer incentives to older voters.

Hello hcj,
First, my apologies for the ‘somewhat epic post’, which is of course complete drivel, or at least can safely be so regarded. Past experience indicates that my ‘somewhat epic posts’ occasionally trigger some sensible and useful contributions from contributors who otherwise lack time or inclination to post but put fingers to keyboard in desperation at the thought of more such stuff from me. Will that happen this time? We’ll see. But to help the process along there could be more ‘somewhat epic posts’ in the pipeline. This is after all the season when in the past, while the Forum was much more active, participants let their hair down a little. Just a warning! ????
Those TV licences: You are of course quite correct in saying that at present over age 75 in the UK one does not need to pay for a licence to watch or record live television broadcast from anywhere in the world via any transmission media, a facility which if utilised by a property in the UK requires that the property has a mandatory UK TV licence, the responsibility of the legal occupant or controller of the property.
However if you are over 75 and do watch or record such media it still requires the licence, even though you presently don’t have to pay for it. I can’t actually find a documented way of obtaining the free licence if one hasn’t previously had a paid for licence. But that raises ethical considerations as to whether even if there were a way it would be right and proper to take advantage of it, not having previously paid one’s tythes so to speak. But anyway that isn’t my problem.
My problem is that the BBC, the beneficiary of UK TV licence fees, has in its wisdom decreed that all properties in the UK watch or record live TV whether they actually do or not. There is absolutely no legal requirement in the UK for anyone to watch or record live TV. I haven’t done so for years and I know of others who don’t either. All of them happen to be climbers, but that may just be a function of the people I mix with. The BBC has however instructed its licence fee collection agent Capita, or possibly allowed Capita to assume (the distinction is academic) that every property in the land must have a TV licence, and if it hasn’t the head of the property must be harrassed, hounded and persecuted until it has.
Note that I say persecuted not prosecuted in the previous paragraph. Prosecution is much more difficult and effectively requires Capita’s agents to either coerce the occupant into confessing that they do need a licence but haven’t got one or to enter the property and allegedly discover evidence that broadcast TV is being or has been or is going to be watched or recorded. As they have no right of entry unless a Magistrate grants a warrant, which Magistrates are rightly reluctant to do without evidence of criminality, entry is difficult unless the occupant is stupid or is frightened into allowing admission or both. But as they are expected to initiate at least 5 prosecutions per working day Capita agents are of necessity expert in bullying, intimidation and faking evidence.
The BBC, via their Capita agents, have been harassing, hounding and persecuting me for years and are still doing so. They write to me every two weeks. I have been threatened many, many times that unless I buy a licence everything from being revealed to my neighbours as a licence cheat through identification and publicity in the local press to being dragged to court and imprisoned, and every variant thereon imaginable will befall me.
So far I haven’t been threatened with being publicly whacked on the bare as postulated in my ‘somewhat epic post’. However come the extremist takeover if they can add that to the threats I have no doubt that they will. Were I to send regular threatening and completely unsubstantiated letters to someone I would certainly be dealt with by the law in very short order, but the BBC has been doing it to me and others with complete impunity for years .
But that’s the harassing, hounding and persecution bit. As regards prosecution or making me obtain a licence I don’t need their campaign has been a miserable failure. Not once have I been dragged off to court and then to prison. As far as I know the neighbours are completely unaware that I don’t have a TV licence, and anyway they probably don’t care much either way. I don’t read the local rag but nobody has mentioned any publicity there.
A few years ago an agent did visit the house to inquire about my lack of a licence. I would like to think that the fact that he didn’t try to force his way inside was normal agent behaviour rather than prompted by the fact that I am a fairly large and quite intimidating male who can walk the walk and talk the talk and not a half educated unemployed young woman. Sadly most of the evidence from elsewhere is to the contrary. I explained to him exactly what the law was as he seemed a little vague on the matter and told him why I didn’t need a licence. He said he’d get the letters stopped but of course nothing happened.

Is the electrical spanking machine for school children a reality or just a resilient myth? The one seems the most likely to be true was a machine invented by Professor Dennis for a school in a school in the East Penna neighborhood of Peoria, IL. It was being tested but whether it was ever employed is another matter.
https://chroniclingamerica.loc.gov/lccn … -1/seq-13/
State training schools are different than a neighborhood school where a severer machine would be more likely to be employed and in fact used.

Stories abounded around the turn of the century when electrical machinery were a novelty with many just being as labor saving devices. This has sufficient details that it meets my reasonable surmise test of being factual.

Spanking machines were not only considered labor saving but as humane considering alternate means of punishing miscreants. Mrs. Hannah Babcock defended the spanking machine even when it was strongly opposed by her peers in her 1907 address. It was degrading work to personally spank an offender and a machine it somewhat more bearable.

Girls were girls but perhaps naughtier in 1899. If the 1910 professional spanker was worn out maybe it was time to automate.
My opinion Is that the refractory girl should be subdued and conquered, if it required the State militia to be called in. There are girls in the home stronger than the managers or other officers. Even a sheriff finds an ugly, strong girl difficult to handle. I certainly would direct the superintendent to summon male assistance if she could not manage the girl, when About to punish her. Subjugation is absolutely necessary to successful management.

I realise that you did describe it as a ‘special fetish edition’ but really the suggestion that tawsing on the bare might have been in use as a punishment in a high class Edinburgh educational institution for young ladies in 1877 stretches credulity to limits beyond those which even our most impressionable readers may be expected to attain!

Hello American Way,
An interesting find, thank you. Around that period, the early 20th century, the term ‘spanking machine’ seems to have been used sometimes in a judicial and reformative context for any systematic application of CP. I recall that in another of your excellent finds the system in a town where erring boys, and allegedly the occasional erring girl were taken from court to a back room where justice was dispensed with a barrel stave wielded by one policeman while another securely held the offender was also termed a ‘a spanking machine’.
In the case of the Redwood MN state training institution for young offenders discussed here the ‘spanking machine’ seems to have consisted of a contoured block over which the offender was bent, ankles secured to the block at floor level on one side and outstretched arms pulled down on the other side by tension applied by a member of staff via a rope and floor mounted pulley.
If I recall my physics correctly the pulley does make it technically a ‘machine’ and it was used for ‘spanking’, albeit with a leather belt with a hand grip wielded by a second member of staff, so ‘spanking machine’ was its correct designation, but a misleading one in terms of modern usage.
One hopes that the girls punished with the ‘lpiece of rubber hose’ were not also subjected to being stretched tightly bent over on the ‘spanking machine’ with a wet towel applied to the naked body. The latter device may indeed prevent abrasions of the skin as stated, but it also reputedly allows harder strokes and substantially increases the pain for the recipient.

These 1898 girls would soon learn there are worse consequences for their misbehavior. They were of high school age and were spared the indignity of being stripped. One of the first satirical accounts of a spanking machine was from 1874 that I have previously posted. However, unbeknownst to me, that was only part of the story. The machine had other uses as a labor saving device.
It is found in the PDF.
https://chroniclingamerica.loc.gov/data … 1/0139.pdf
The spanking machine part is rendered here.
The heart of the inventor was touched at seeing a frail school ma’am with her right hand swelled up to the size of a canvas-ham form agitating a boy who had wickedly placed a piece of clapboard inside of his pants when he knew that the teacher was on the warpath after him. The teacher was weeping, and mentally saying she would run that boy through a thrashing-machine before she got through with him. The idea at once struck the inventor that a machine could be constructed that would tan the jacket, as it were, of the young reprobate and as the result of careful thought and study the spanking machine was invented.
What a change! Instead of dreading the task of punishing scholars and shivering at the prospect of blistering hands, the teacher can enjoy the performance, and look forward to the hour for doing up a day’s spanking with a feeling of pleasure and gladness, and the frown formerly stereotyped on the face of the average school ma’am gives place to an angelic smile.
She seats herself at the instrument, after placing the condemned urchins in a row within reach of the hoisting apparatus or ice-tongs, she smiles, touches the snatchbrake with her foot, and the doomed urchin is launched into—if not into eternity, he will think so before that hand lefts up on him. With a smile playing over her features, she works her tiny feet the avenging hand descends and the old machine works as though endowed with life, liberty and the pursuit of happiness. It will only take a moment of treading to make any ordinary boy sorry he enlisted, when he can be dropped and the next can be snatched. A whole school can be spanked up in fifteen minutes, if the teacher is anything of a treader. Vermont Gazette 31 October 1874: p. 1
