The site says “children and teens are vulnerable to exploitation under the cover of discipline” which is quite true.

They’re also vulnerable to exploitation under the cover of a million other things too.

Nobody on this site advocates the severe spanking of real children in the present day.

So, please direct your efforts elsewhere.

I suppose it depends on the intention of the spanker if he or she bares bottom and cause maximum pain too the victim  say for f sexual gratification for example   rather than for the sake of punishment I suppose that would be class as sexual abuse

i would argue the spanker’s intentions are not as important as the spankees perception… if the child perceives the spanking as a sexual assault it is one for them. this is not to say if they don’t everything is okay.

And this his depends very much on the society the child lives in. The less spanking is accepted in a society, the more likely it will be understood as abuse.
And this is a very logical thought. Someone older touches a part of the childs body without its permission. And this bodypart is not the arm.

When does school corporal punishment cross the line?  It’s been in the news for almost thirty years. It was in the nineteen eighties when there was a string of prohibitions voted in favor of by state legislatures and signed by governors.
