When I was at school the leaving age was 15. Most boys stayed to the end of the school year in which they turned 15, usually the end of fifth form. There was generally a big difference between the behaviour and attitude of those reluctantly at school and those who chose to stay on. Sixth fomers and upper sixth, from whom the prefects were chosen, were well behaved and motivated and proud of their school. The prefects did not cane but certainly could have you caned by a teacher or the prinicipal. They used their powers responsibly so were rarely if ever over ruled. They were seen as part of the establisment rather than dobbers in or traitors. Most did their job well and were respected.
