He seems to be punishing in anger, and getting more angry as the punishment progresses, he doesn’t control the situation (and if you are administering corporal punishment, you must be in control of the situation or it becomes potentially very unsafe). It’s not the severity of the punishment that worries me in that clip. It’s the manner surrounding it.
As for ‘Flirting’, that shows the type of corporal punishment I am most familiar with. That type of scene is very familiar to me, actually, and I both received and administered canings fairly similar to that one. But they were not typical canings. What is seen in that scene is a genuine ‘six of the best’ being delivered to a relatively senior boy.
