I don’t know of its use in primary schools, it was not known in mine. The strap that I knew was a simple affair about 14″ long, small but very effective on youngsters. The ruler was also commonplace and readily available for use.
The Catholic strap as it was known was in use in my secondary school, it was a very heavy double-thickness strap about 20″ long. I did not get it as I was terrified of it and so behaved. I did however receive the cane.
I know of lads getting it and I witnessed its use. The effect was horrific and brought about almost complete breaking of the recipient to the point of collapsing to the floor. Hands were marked for days and I have no doubt permanent harm was done. As well as regulation CP pure violence, slapping punching and even kicking would happen. All this behavior is well documented in the recent investigations into abuse over here.
