At Wednesday’s meeting of the Guardians the Countess de Lormet came forward with an anti-flogging resolution as follows:-
“‘That this Board hereby records its entire disapproval of the practice of flogging child patients in the infirmary, also the exclusion of parents on visiting days, and directs that the whole matter be at once laid before the Local Government Board.’
“We gather from the countess’s remarks that Dr. Keats in a report admitted the flogging. There are 60 to 70 boys in the infirmary between the ages of five and 16, and some of them are refractory. They are punished on the buttocks (you know where that is) – by five strands of moderately thick string. Dr. Keats admitted that he flogs his own child with such a cat-of-five-tails as this. We are sorry for Dr. Keats and we sympathize with the children he flogs.
