There are many reasons why you experience this.
The first is that the hairs stand up in a more upright position when we get cold or cold wind blows on them.
It’s part of our genetic makeup which goes back thousands and thousands of years.
The hair is controlled by an arrestor pili muscle.
Maybe when we were covered in dense hair it made us look bigger (as in cats )
it may also be a nervous response and can also be part of our ability to keep out the cold weather.
(again hundreds of thousands of years ago before clothes were fashionable…)
