The calls for an inquiry that had any substance were about the CP regime at the school. As headmaster, Mr Ing would be well aware that an inquiry was in the offing, and wishing to avoid answering any awkward questions himself, and for the sake of the future of the school decided to take sick leave. With the headmaster conveniently not being available to answer questions directly, it could all then be swept under the carpet. Not me, I did not know anything about that, etc etc. Easier for the education authority and all others, not to get involved in digging up the past, just a bland statement saying we have the future best interest of the school and its pupils in mind.
