It taught them that they were submissive to anyone, not just their trainers, and they should obey anyone put over them. It also meant that anyone nearby would recognize them for what they were, making escape all but impossible. Overall, it added to their humiliation and sense of helplessness, and left them wanting to get back to the Institute, a place they otherwise hated.
