I have a couple of pencil skirts but they have enough stretch in them that toilet manipulations are no problem.

Like you,

I don’t like to lower my skirt into whatever might be on the floor of a public toilet.

It sounds to me as though they are simply a bit on the small side for you.

It seems quite common for Tgirls to choose over-tight clothing!
