If you watch the scene from IF, as I have just done, you will see that the person wielding the cane is not, in fact, running at the moment of impact. There is a run-up beforehand, but then there is a kind of swivel (as there must be in order to get the correct angle). The leading foot is planted firmly on the ground as the stroke is delivered, and does not subsequently move.
The net result, in terms of mechanics, would be much the same as a stroke deliverered from a stationary position but with a body twist, but would be less accurate as some attention would need to be diverted into braking.
