I don’t know which is the worst or most effective punishment for these juvenile criminals, whether a good caning or having them locked up. In some countries canings seem to work, at least in the past, since they wouldn’t want to go back for more. Locked in institutions for a period seems to have the opposite effect since many times they go out as worse criminals, being in the company of similar or worse criminals while in these institutions.
Unfortunately modern ‘enlightened’ liberal thinking doesn’t see this big mistake.
