Some of Australia’s elite schools did allow prefects (or at least some prefects) to cane, but the practice was not as common here as in the UK, where I’ve seen reliable information from the 1960s saying that over 60% of public schools allowed prefects to cane. Here, it was reasonably common among the absolute ‘top schools’ but I think much less common among the bulk of the elite schools.
