In the issue of November 15 reference was made in the paper to a petition to the Local Government Board about the questions involved in the actions and there was a reference to “flogging sick children.” In the issue of November 22 similar statements were made. Mr. Neilson suggested that these topics were referred to for the purpose of influencing the public mind by keeping these questions in connection with Dr. Keats before the public. In the issue of November 29 a further reference was made to the petition and there were articles headed “Guardians and Dr. Keats.” And “Anti-Child-Flogging Petition.”
