You also seem to me to, perhaps, underestimate how well girls took their punishments when they had to. There does, based on recent psychological research, seem to be a general tendency for girls to react differently to physical punishment than girls, but those reactions are more long term than short term and relate to emotional distress rather than physical. I only have limited experience of caning girls (three at school, my own daughters a few times, and a granddaughter once), but in terms of the experience I have the girls took the punishment about as well as I would expect from boys of the same age with the same level of experience of caning.
