In my school (and even though I am retired, it’s still my school ) there are perhaps 2% of boys for whom the cane is critical, and another 20% for whom it is extremely useful. That might only be a minority (although if you look at boys for whom it has some value and use, the numbers are much higher, easily a majority) but it’s a minority that we can help if we have the cane, and who we couldn’t help as effectively without it.
A school where 98% of the students are being effectively disciplined is undoubtedly doing a good job. But it’s even better if it’s 100%. And if the method that allows you to get that extra 2% also has flow on positives for many of the 98%, that’s better yet.
