I’m sure paddling was more severe in the states before regulation. The ‘Liar’ clip, as you call it shows a form of corporal punishment fairly alien to me. It’s a type that was common in Catholic schools, including some elite independent Catholic schools, until quite recently (recently enough that I wouldn’t say categorically, it’s completely vanished).
