For some the reward from the behaviour outweighed the consequences. I don`t believe pain or the thought of pain is enough to stop anyone doing anything that they enjoy or has enough value, if it was none of us would take part in sports or activities that may involve pain. We would not run through the pain to achieve a PB, we would not get back into the saddle with barely healed broken ribs, but we do because it is worth it. I think for some pupils, smoking, playing truant or being the class clown was more important than the thought of painful consequences. They would continue with the behaviour regardless of punishment, the rewards were simply greater.
