Finally some just never think they are going to get caught, the smokers always seemed so surprised to be rounded up again. I recently asked someone if now he had settled with a partner did he finally think he was going to stay out of prison his reply was `depends if I get caught again` I doubt he was joking.
If the cane was applied to do nothing more than inflict pain, then yes it achieved its aim everytime. If however it was applied to prevent further bad behaviour then quite honestly in some cases, actually in every case I know because I don`t think I personally know anyone who got caned only once, those applying it were really just peeing in the wind!
