It is certainly true that the Singapore Ministry of Education provides training for discipline masters (the famous “DM” who does all the caning in each school), and the similarity of modus operandi between different schools noted in various anecdotal accounts does suggest that this training includes how to cane properly, or at least that the MoE has privately promulgated some pretty specific rules about it. As to Winston’s final claim, that the trainees have to undergo it themselves, that is news to me and I am a tad skeptical, but who knows.
