For me, Primary school punishments were an unknown quantity. At senior school, you had a fairly good idea of what would merit a dose of the slipper or cane and the severity of such an offense. In primary school you kept the same teacher throughout the year via the odd one, CP tended to be inconsistent often reflected by the mood of that teacher to the severity rather than the offense. All my incidences of CP were given by women.
