It should NOT be as hard for girls, and that is not because girls cannot stand up to it, (got to stand up if it was a hard caning, cant sit down) if anything girls, are well able to stand it just as hard as boys, if not more so because girls are more well padded in the target area. But because girls wear skirts, and these can vary from a straight skirt of thin material, to a pleated skirt of quite thick woollen material. this would result in unequal punishment between girls and boys, and even girls with thick/thin skirts. If a girl is wearing a skirt, her bottom is not as clearly defined as a boy is wearing trousers, and can lead to strokes being misplaced.
