It is this atmosphere of oppression and intimidation that causes negative feelings about school and contributes to drop outs. It also becomes a magnet for abusers and sadists. They generally go for the coaches or P.E. teachers job. Also every school that I attended that used cp had a Principal or VP with a scary reputation for paddling hard (of course petite size six VPs might not paddle that hard).
They want that reputation. It strikes fear into the hearts and minds of their inmates. I was so scared of my elementary school principal that I just avoided him at all costs. They use this reputation like an iron fist to maintain order. Nobody wants a trip to the Principals office. Kids come back to class crying and holding onto their bottoms. And they have to paddle somebody every so often to maintain the level of fear.
