You also have State governments that simply filled in the years between the declaration of Capital Punishment as a cruel & unusual punishment & the revocation of that/execution of Gary Gilmour by stockpiling death sentences, rather than abolishing it in line with the original judgement.

OK, I know Western Australia kept it longer than anyone else down under, but they never carried it out & were eventually forced to abolish it.

When corporal punishment isn’t available, it can’t be used even if it’s the right thing for a child. It guarantees that some children will never get what they need.
I agree with that but how do you define fairness and whose definition should you use: the child’s or yours? Punishing children more or less severely for no reason other than their sex is manifestly unfair but some people seem to think it is fair. How do you resolve that?
