there is no denying that this fear of getting paddled exists. No one has denied that it is perpetuated by the school officials to keep that fear fresh in their inmates minds. It keeps everybody in line. They even make up stupid little rules to follow so they have more opportunities to paddle.
A fascinating claim. I, for one, spent from 1983 onwards most engaged in writing rules that limited the use of corporal punishment in my school, and made it less common – and more fair. I don’t think I ever made a rule that gave me or anybody else a new opportunity to use corporal punishment. No, what I did was make rules that banned its use for certain offences, banned its use with particular boys, restricted its use with even more boys, put stricter rules on when and where teachers were allowed to use it, and ultimately greatly reduced the number of teachers that could so.
