I think your acquaintance will be rather too young to have wielded the belt as a teacher, but, as you indicate, no harm in asking. It certainly seems to have been a much more universal and frequently used classroom punishment up there than any form of school CP in England, and by all accounts applied to girls almost as often as boys. Although I only spend holiday time in Scotland, since the initial encounter above I’ve heard several Scottish ladies talk quite openly about being belted, but I have heard very few equivalent conversations in England, despite having been resident there all my life.
