This is not really my area of expertise. Although I did briefly train as a teacher in my youth I have never worked in a school. However, I would imagine that following a paper sift of applications he was invited to attend a selection panel along with at least a couple of other applicants. After an interview or interviews, possibly an exercise of some sort, and usually some social interaction such as a meal, designed to check that applicants were more or less normal and not raving mad, he presumably emerged as the person best fitting the required profile and was offered and accepted the post.
