Some people try to claim that girls are better behaved than boys so corporal punishment is unnecessary for them. Not only is that clearly untrue, (I know what I was like. wink.gif ) the policymakers knew that too. If it were true and the cane were only used to punish significant misbehaviour, girls wouldn’t be caned so the policy would be so clearly redundant it would never have been made. The very existence of such a policy is strong evidence that the policymakers anticipated abuse.
