if you really believe that it was very rare that girls got the slipper at school, they most certainly did, and often although not as often by male teachers/headmasters etc. and I know quite a few women myself who given the slipper at school and at least one I know who was slippered by the headmaster, the other were slippered by a female deputy head, and none of the teachers involved have ended up in court (which as far as I know has only happened to a few perverted teachers who spanked girls bare bottom and over the knee, and I bet only a few of the teachers who did that were caught, as I believe it probably happened more than you would think).
