In my view clearly a poorly managed and potentially abusive regime that deserved investigation. There need not be one individual involved, rather it often is a case of institutional abuse through bad practice and lazy management/teaching. In this case, for example, the big issue showed itself to be the misuse of corporal punishment to punish academic failure, something which was rightly unacceptable in the eyes of the LEA. In many other cases, however, the problem was one or more of the staff with a clear over-fondness for the use of the cane.
