The school, in common with all in that LEA was required to record each caning but was never asked to report numbers, so there was no effective transparency and public scrutiny. There were, apparently, good grounds for believing this recorded number was an underestimate of the actual punishments handed out because not all staff used the cane exclusively, but only canings were recorded. Without parental complaints though STOPP there would have been nothing to investigate.
