I can certainly atest to it being used in UK – I received it myself. Went to a co-ed school in Cheshire – got it in 2nd form, would have been about 1965. Used occasionally by games teacher, as an alternative to slipper. I had been larking about in gym – given chance to redeem myself by vaulting over buck (think that was what it was called). Failed – so told to bend over and touch toes. Two really hard swats on either side with jokari bat. Wearing just cotton shorts, no underpants. Really stung – but perhaps worse was having to change at end of gym, and receive lot of comments about my bright red bottom! Presumably not too dissimilar to paddle in US schools.
