In my reading that qualifies the ‘Even where corporal punishment is allowed…’ phrase substantially ,and actually changes the meaning.

I dont agree, but primarily thats because Im more aware of the history of what The Law Handbook says than you have any reason to be.

First of all you need to understand that The Law Handbooks is specifically Victorian, not generally Australian. It says this on its front page:
