As for regulation of school CP, there wasn’t a lot of it around when I was at school. Some teachers were almost homicidal. I think I’ve mentioned one of mine who specialized in spear-like hurling of heavy window poles tipped with metal hooks at anyone who annoyed him in the classroom. Splendid chap, one of the greatest teachers I had. His other specialities were performing ‘Macbeth’ playing all the characters himself and making classes of 16 and 17-year-old lads sit chanting spellings in unison. Must have worked, I can still spell accommodation to this day! 
By regulation of CP, I don’t mean vague and carelessly worded LEA regulations and a school punishment book that only gets fetched out for ‘formal’ CP by the Head Teacher. I mean something pretty close to the system described by Doctor Dominum as in use at his school. As noted in my previous post I’d also want a strict punishment by same-sex regulation, at least in secondary schools.
