In state schools Heads have a responsibility to the wider community , these institutions are funded by all ( taxation) for those whom we determine should attend.They are a public good. That changes the essence of the nature and extend of public responsibility and accountability. I think this was never properly understood after the post war education act. Universities had , and still have the same problem of failing to see themselves as properly accountable ..
Of course in the private sector you vote with your wallet.
