In my last teaching job (before my current one) – we’re talking 2008 when I finished there, that school had that as policy. It also had a policy that if you gave a student a lunchtime detention which was meant to be the most common form of punishment, you had to make sure that you had at least two kids on detention, because of the principle that a teacher should never be alone with a student. So if I gave a kid a lunchtime detention, I then had to look for another kid to give one to.
