The visiting party argued that punishment is a last resort, and where a large number of students are involved in any form of misbehavior , there is a clear lack of learning in some respect. Correction should be to address this lack, not to act punitively. Both psychologists were particularly insistent on this point. They felt the existing syllabus lacked a full appreciation of the importance of the overseers ‘gaze’ which you may be familiar with in its various sociological formulations based on the ‘Panopticon’ approach .
