The only time I can see sense in it being beneficial to it being the most painful thing you can experience, is when older; men visit ladies in leather knickers with a bull whip. And that is obviously not limited to female/male.
On the subject of caning in Victorian schools any one can look it up for them selves.
Corporal punishment was banned in government schools in 1985. It was banned in non-government schools in 2006 following the enactment of the Education and Training Reform Act 2006 (Vic).
