It’s certainly worth investigating why. Their reasons might provide some mitigation, which should be taken into account together with their past record, but if they break the rules they must answer for their actions.
You recently suggested my husband and I attempted to exploit a weakness in our daughter’s school’s headmaster by asking that she be excused from Religious Education and assembly (as is our legal right) when, in fact, it was he who was attempting, unlawfully, to exploit a (presumed) weakness in us.
