In the context of CP in Britain, I would say this was definitely the case, possibly right up to abolition. Boarding schools and especially religious-oriented ones, were the worst for abuse, by which I mean excessive, disproportionate, sadistic or sexually-motivated CP.
There have been a few well-documented cases where abuse was alleged by girls, especially when a male teacher or headmaster was unwise enough to administer the punishment himself, but these were IMO cases where, had it happened in an all-male environment, it would have been a business-as-usual good hiding “spiced up” by the gender differential making a good story for the press.
