In SINGAPORE,caning for boys is still very common,but the height of it should be in the 80’s,i have heard at that time,even a small mistake,at least 2 strokes of the cane will be given,now only repeat offenders will be caned[only with parents consent].
I would think sometime in the 18th Century that is the 1700sturn of the 1800s.
This was the time that grown women were acceptably judicially caned in public in Paris which says it all really,.What happened to girls in schools goodness only knows.
The great caning rebellion at Charterhouse occurred around this time so frequent was its use.
Another clue is that after about 1830 the public began to get a bit guilty conciouses about things like this-abolishing the slave trade & the like,
